House Republicans late Sunday unveiled a sweeping legislative proposal packed with conservative reforms to help fund President Donald Trump’s ambitious new agenda, dubbed the "Big, Beautiful Bill." Central to the Energy & Commerce Committee’s plan are new Medicaid restrictions, major rollbacks of Biden-era green energy mandates, and a boost to traditional energy production.

The proposal, spearheaded by Chairman Brett Guthrie, R-Ky., delivers more than $900 billion in savings — exceeding the committee’s original $880 billion target. A centerpiece of the bill is an 80-hour-per-month work requirement for able-bodied adults receiving Medicaid, a move aimed at promoting work and personal responsibility while reducing government dependency.

States that provide Medicaid benefits to illegal immigrants would face reductions in their federal reimbursements under the plan, shifting more of the financial burden onto those states. Additionally, states with expanded Medicaid programs under Obamacare would be required to conduct eligibility reviews every six months to prevent abuse and ensure only those qualified remain on the rolls.

House Republicans also struck a blow against the former Biden administration’s aggressive green energy policies. The bill repeals Biden’s electric vehicle (EV) mandate, projected to save $105 billion, and claws back unspent green energy tax credits from the Inflation Reduction Act. Although it stops short of a full repeal of Biden’s climate law — a concession to GOP lawmakers whose districts benefited from the subsidies — the cuts represent a major step in dismantling Biden’s progressive energy agenda.
